China’s push to map the South China Sea seabed at much higher resolution, alongside proposals for autonomous “robotic fortresses,” points to a deeper transformation of maritime competition. Detailed seabed knowledge can improve navigation, surveillance, undersea operations, and the effectiveness of future naval systems. At the same time, networks of air, surface, and underwater drones could make China’s disputed outposts harder to approach and monitor. This is not simply a technological race; it is a contest over control of maritime space. Beijing is building the information and infrastructure needed to strengthen its position below, on, and above the sea. The long-term challenge for the United States and regional states will be countering this increasingly automated maritime architecture.
